Basically it's the time taken for a pixel to reach maximum brightness on your TFT monitor. The higher it is, the more likely ghosting is to occur as the last image will be left partly on the screen very briefly. Just google ghosting tbh.
So most gamers etc try and go for really low response times like 12ms, 8ms, 4ms and now apparently 2ms. It's not really something to bother about, between those times I've listed... you'd be hard pushed to tell the difference.
It's the rest of the specs that are important, as long as its 12ms or lower be smiley I'd say.

"Response time is the amount of time a pixel in an LCD monitor takes to go from active (black) to inactive (white) and back to active (black) again. It is measured in millisecond (ms). Lower numbers mean faster transitions and therefore fewer visible image artifacts."

except that the actual standard measure is from grey to grey, some manufacturers report the fastest active colour to white to active colour and other shitty marketing tricks. Niall found an excellent review and explination (it was either anandtech or firingsquad) that details all the different panel technology the response times, contrast etc meanings. Very good if you are looking at getting a new monitor. I'll see if I can get him to find it again.
